Senate Republicans Back Trump's Call to Overhaul Affordable Care Act

American senators are working through the weekend for the first time since the federal closure began over a month ago, but hopes for a cross-party deal on how to end the impasse appeared to diminish as GOP senators proposed a plan unacceptable to Democrats: eliminating the ACA, known as Obamacare.

Growing Impact of Government Shutdown

The effect on US citizens from the longest shutdown of the federal government in history worsened on Saturday, as federal workers went without pay, carriers were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for forty-two million Americans.

Trump's Plan from Golf Course

As Saturday's meeting got started, Republican senators embraced a suggestion made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be replaced by HSA-style accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

GOP Support

Several Republican senators welcomed the proposal, which is comparable with a alternative for Obamacare proposed in 2017.

"We will replace this failing program with something that is actually better for the patient," one senator stated.

Another senator commended Trump's suggestion on social media, and displayed a large print of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator posted in reply to Trump's proposal. "We need to stop taxpayer money from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."

Democratic Reaction

Democratic senators shared alarmed reactions to Trump's proposal.

"In other words, Donald Trump's 'proposal' for health care is another calculated attempt to repeal Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been defeated by the public and Congress."

Another lawmaker responded to the censure of carriers by writing: "Oh, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Seriously? In that case I welcome your support for universal healthcare."

Continuing Negotiations

The Senate adjourned without reaching a solution, but Senate Republican leaders have indicated an openness to an emerging plan from a handful of centrist lawmakers to end the closure in exchange for a future vote on the ACA subsidies.

One Democratic senator, who is leading the negotiations among centrists, said that Democrats "require another path forward" after Republicans rejected an offer to reopen the government and extend the subsidies for a year.

Another leading Democratic lawmaker persisted in maintaining that Republicans should accept a 12-month continuation of the payments before negotiating the long-term of the subsidies.

"Doing nothing is derelict because people will go into debt, people will lose insurance, people will get sicker," the senator said in a floor speech. "That's what will happen if this Congress does nothing."

Partisan Dynamics

None of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the backing of eight Democrats to reopen the government, and the idea of repealing and replacing Obamacare with HSAs is improbable to earn a single Democratic vote.

Some observers indicated that the essence of such a proposal would eliminate the ACA's requirement that carriers cover patients with pre-existing conditions.

After his resort visit, Trump returned to his residence and reiterated on his demand that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a iteration of the plan that failed to garner enough support in 2017.
